CCR, RCR and OCR Land Prices Compared

Three regions tell three different land stories. EdgeProp's 8 October 2026 analysis of residential Government Land Sales (GLS) prices shows the gap between Core Central Region (CCR) and Outside Central Region (OCR) averages narrowing from $633 per square foot per plot ratio (psf ppr) in 2016-2020 to $242 in 2021-2025. The two ends of the map moved in opposite directions to produce that result, while the Rest of Central Region (RCR) in the middle set a record of its own. The sections below take the regions one at a time, using only EdgeProp's figures.

The River Opus and the Core Central Region baseline

EdgeProp reported that CCR averages eased 4%, from $1,374 psf ppr in 2016-2020 to $1,322 in 2021-2025. Between 2016 and 2025, EdgeProp found CCR land prices up 26% and CCR new-home prices up 41%. Those are the smallest rises of the three regions on both measures, by EdgeProp's numbers.

Rest of Central Region figures that frame The River Opus

EdgeProp put the RCR rise in land prices at 33% from 2016 to 2025, with new-home prices up 80% over the same span. In September 2026 a site at Lorong Puntong and Sin Ming Avenue was awarded for $208.1 million, or $1,612 psf ppr, for about 140 homes, which EdgeProp identifies as a new RCR record; EdgeProp noted that it passed the $1,515 psf ppr paid for the Berlayar Drive site in August. EdgeProp also reported that RCR and CCR sites made up 57% of the floor area awarded in 2026 up to its report, against 42% in 2025.

Outside Central Region land, compared for The River Opus readers

The OCR column carries the steepest numbers. EdgeProp reported OCR averages up 46%, from $741 psf ppr in 2016-2020 to $1,080 in 2021-2025. For 2016 to 2025, EdgeProp calculated OCR land prices up 72%, against new-home prices up 83% in the same region. Taken together with the CCR figures above, that rise is what closed the gap from $633 to $242.

The three regions in 2026, with The River Opus in view

EdgeProp reported that CCR sites in 2026 up to its report averaged $1,697 psf ppr and OCR sites $1,331; by simple subtraction, the difference is $366 psf ppr. Across all regions, EdgeProp found land prices up 58% and non-landed private new-sale prices, excluding ECs, up 84% between 2016 and 2025. EdgeProp's reading is that higher land cost may feed into future selling prices, varying by region and site, a variation the side-by-side figures above make visible.
