Four Questions on the Balestier Relaunch

Published

A baseline plot ratio of 2.793 is the figure that makes Balestier Regency's relaunch read differently from many collective sales. EdgeProp reported on 13 October 2026 that the freehold estate at 4 Jalan Ampas is back on the market by public tender, and four practical questions about the offer are answered below, drawing only on the figures in that report.

The River Opus Q&A: what exactly is being sold at Balestier Regency?

The sale covers a freehold, 10-storey block of 72 apartments completed in 1990, together with its land of 61,931 sq ft. Collective sale means the owners are selling the whole estate in a single transaction, and the public tender format asks interested parties to submit sealed bids by a set deadline. The buyer of such a site is usually a developer intending to redevelop, which is why the planning figures carry so much weight in the report.

The River Opus Q&A: how much more could be built on the land?

EdgeProp reports a gross plot ratio of 2.8, giving a maximum gross floor area of about 173,407 sq ft. On those parameters the site could be redeveloped into as many as 161 apartments, compared with the 72 it holds, an increase of 89 homes.

The exact count would depend on the layouts a new owner chooses: bigger family units would bring the total down, while smaller ones would bring it closer to the ceiling.

The River Opus Q&A: why does the 2.793 baseline matter?

A land betterment charge is payable when redevelopment takes a site beyond its baseline use or intensity. At Jalan Ampas, the baseline of 2.793 sits only 0.007 below the permissible 2.8, so the marketing agent told EdgeProp the charge payable would be nominal. The agent also stressed the scarcity of sizeable freehold redevelopment sites in the city-fringe market and described this one as suited to developers with a medium- to long-term outlook.

The River Opus Q&A: when do bids close, and is anything different?

The tender closes at 3 pm on 12 November 2026. According to EdgeProp, the relaunch keeps the same terms as the owners' prior tender launch in May 2026, so the main change is the new deadline. The block, finished in 1990, will have stood for more than three decades when the window shuts. The report does not predict the result, and the outcome will only be clear after the close.

Readers who follow District 12 may know The River Opus, a pre-launch waterfront condominium at Kallang Close in the Rest of Central Region, planned on a Government Land Sales parcel with a riverside promenade. The 99-year leasehold site measures about 11,456.3 sqm with a plot ratio of 3.5, and about 450 homes are estimated. A joint venture of Frasers Property and Mitsubishi Estate was awarded the land in April 2026. Kallang MRT (EW10) is about 390 m away, and Bendemeer MRT is within walking distance, as the location page shows.

Launch updates can be requested from the Sales Concierge, who forwards details as the developer releases them.
